A Q&A with the Centre Manager
Matt Hancock is the Contract Manager for More Leisure Community Trust (MLCT) in Mansfield. MCLT are the charitable trust, which oversees Water Meadows Leisure Complex, Rebecca Adlington Leisure Centre and Oak Tree Leisure Centre. And from summer 2024, working with Serco Leisure, they will begin running the brand new Warsop Health Hub.
This is an exciting and busy time for Matt and the MLCT team, as they work towards the summer opening, but he’s taken some time out to answer a few of our questions.
1) Tell us about yourself, Matt.
I was born and raised in a place called Maltby in Rotherham, a typical ex-mining town, like Warsop. I’ve been based in Nottinghamshire since 2018 and moved to Mansfield in 2021. I live with my fiancée and one-year old son.
2) What’s your leisure sector background?
Sport, fitness and wellbeing was always the route I was going to take with my career. As a junior, I represented the North of England in cross country running, I played football professionally at the age of 17 for Altrincham Football Club, and I have a Bachelor of Science degree in Sports and Exercise Science.
My first job after university was in Rotherham and Sheffield, working for a leisure company in a community engagement role. After that, I moved down to Nottingham, where I worked at the National Water Sports Centre, tasked with improving links between local community organisations and this prestige facility.
3) Tell us about a career highlight.
Being part of the team, which will open and manage the Warsop Health Hub will definitely be a highlight, but if I had to choose something from a previous role, it’d probably be the successful launch of a weekly social prescribing paddleboard session at the National Water Sports Centre.
Via this project, we supported hundreds of local people who were struggling with issues like anxiety, physical health conditions and social isolation.
I’ll be honest, I used to come home from work every Thursday evening, after witnessing the effectiveness of these sessions, with a huge smile on my face. It was so gratifying to see the difference that structured physical activity was making in people’s lives.
It’s that inclusive approach MLCT will be bringing to the new health hub. We know that with wellbeing and fitness, it’ll never be ‘one size fits all’. Whatever way you want to stay active, we want to be there to support you on that journey.
I’m honoured to be part of such an important project, but this wouldn’t be happening without the tremendous support of Mansfield District Council, Vibrant Warsop and Sport England. I cannot wait to get started in the summer, as we look to help all of our new customers make more of every day.
February 2024 Update
Great progress has been made over the Winter period on the programme of works for Warsop Health Hub.
Internal walls are beginning to take shape, all the mains services have been brought into site, the plant room is now being fitted out following the installation of the AHU and the pool hall glazing has been installed. Upcoming works include the MUGA court being prepared for tarmac, general tiling, splash zone pipework and screeding of the changing village – to name just a few.
We look forward to providing further updates as we enter into the Spring period.
October 2023 Update
Work is progressing well the on programme for Warsop Health Hub. The steel work is all now erected giving a clear indication of the size and footprint of the new facility. Within the facility it is now possible to see the swimming pool and where the location of the new changing facilities and sports hall will be along with the roof starting to be installed.
A local primary school attended site on 24th October for a Time Capsule burial event to provide a record for future generations to come!
Brick work is due to start week commencing 24th October with the next huge milestone of the building being watertight by 30th November now in sight. Current works are focusing on the roofing, cladding and drainage and work is proceeding well despite the inclement weather that October often brings. Please see some update images below.

August 2023 Update
The pool shell and balance tank concrete lining has now been completed in the first phase and we can now see the shape of the new swimming pool!
The lower subbase of the Multi Use Games Area has been laid so it’s now clear to see where this area will be positioned in relation to the main building.
Tarmacking has also now commenced for the car park for the new centre ready to welcome new users to the Health Hub once open.

July 2023 Update
The overall progress is going well. Enabling works were executed within 3 weeks and this enabled us to commence with the mobilisation of the groundworker on 21st June to commence excavate foundation strip and pads with the pool tank being excavated the following week. Warsop Health Hub construction works commence
Construction has started on the new health hub at Carr Lane Park in Warsop that will significantly expand the parish’s leisure, wellbeing and community provisions.
Due to open in June 2024, the new hub will see the installation of a new 15 x 8-metre swimming pool, a splash play area, changing village, a gym, a multi-purpose hall, a café viewing and IT area and community space. A stone’s throw away from the main site will also see the creation of a new and improved multi-use games area due to open in early 2024.
Planning permission for the hub was approved in March 2023, and representatives from Mansfield District Council, the Department of Levelling Up, Housing and Communities (DLUHC), Sport England, Serco/More Leisure and building contractors Pellikaan toured the construction site today (29 June) as work gets underway.
The delivery of the council’s £9.2m hub was made possible thanks to key funding agreements secured by the authority from various partners and agencies, including a £1.8m capital grant from Sport England, a £3m allocation from the Government’s Towns Fund and £103,967 from the DLUHC to create a dedicated changing place within the building.
The hub is just one of six projects funded from the £12.3m awarded to Mansfield District Council in 2021 from the Towns Fund allocation.
The remaining funding is coming from the authority directly, with £1.5m from reserves and £3.5m from council borrowing.
Councillor Andy Burgin, Portfolio Holder for Environment and Leisure, said seeing diggers on the site was exciting and overwhelming.
“It has been a long time in the making, but I am elated to be here on site today and see for myself the works getting well underway to make way for the new community hub,” he said.
“This project has been a partnership effort from the beginning, with stakeholders and funders and the Warsop community. They have been telling us what they wanted to see in the parish, and now we are delivering it here. The change and impact this will bring to the community will be long-lasting and revolutionary.
“My thanks go out to everyone who has made this possible, and I look forward to seeing the project progress.”
The Warsop Health Hub project aligns with the delivery of three of the council’s corporate priorities: wellbeing, aspiration and place.
Levelling Up Minister Dehenna Davison said: “I’m delighted that work has started on a major community hub in the heart of Warsop, which is one of six projects we’re supporting through our £12.3 million Town Deal for Mansfield.
“The Warsop Health Hub will be a huge asset for the area, helping to boost people’s wellbeing with a new swimming pool and gym. It will also be furnished with fully accessible changing facilities, thanks to an additional £100,000 in government funding.
“This exciting project will be enjoyed by the community for years to come and again demonstrates the real benefits levelling up can provide for local people.”
In 2019, Sport England jointly funded the Living Well in Warsop study with the council, which reviewed the leisure and community provision in the parish. Residents, businesses and organisations were all asked for their views at consultation events and in a community-wide survey. The outcome was a list of suggestions and ideas that would lead to the right mix of activities, services and facilities to meet the community’s needs.

“We are pleased to see work starting on the Warsop Health Hub, which is one of the first facilities to use our new Leisure Local concept. The opportunities to take part in sport and physical activity that will be made possible by this development are exciting to see and will benefit the local community for years to come, helping people lead healthy and happy lives.”
In March, Mayor Andy Abrahams took an executive decision to confirm the total project costs, the council’s borrowing amount and to make Serco Leisure Ltd/More Leisure Community Trust the centre operator.
Brian Taylor, Chair of More Leisure Community Trust, added: “We’re very proud to have been chosen as operators for this exciting new community-focused health hub, which looks certain to be warmly welcomed by local residents when it opens in June next year. We look forward to playing our part in improving the health and wellbeing of the people of this parish.”
Enabling works update
Pellikaan Construction Ltd has recently been appointed by Mansfield District Council to design and construct the Warsop Health Hub at Carr Lane Park.
We are planning to commence some enabling works from the 5th of June 2023 securing the site boundaries and installing our site accommodation. This will be followed by the forming of the leisure swimming pool and ground works, before the steel frame is delivered.
The former public pedestrian and vehicle entrance will no longer be accessible from Carr Lane, but be diverted during the construction period to a temporary opening off of Coral Crescent. Signage will be installed to direct people to this new entrance. There will be a limited number of parking spaces allocated for park users adjacent to the skate park fence.
During the working day, we would ask that parking along the road/pavement of the former approach to the Carr Lane carpark be restricted. This will enable us to get large construction vehicles into site swiftly and therefore reduce inconvenience to residence.

Warsop Health Hub works approved
Warsop Health Hub works fully approved to begin in the summer.
A new community hub will now be able to move ahead at full speed following successive decisions by the council and recent funding grant success.
The council has been offered a £1.8m capital grant by Sport England to kick-start the Warsop Health Hub project, based at Carr Lane Park, off Carr Lane.
The scheme is one of six projects included in the council’s bid to the Government’s Towns Fund.
Of the £12.3m awarded from the Fund to the district, £3m is allocated to the health hub plan. The council will provide £1.5m from reserves and the £2.8m shortfall will be made from council borrowing to bring the project to fruition, making the final project cost £9.2m.
On February 3, the council was also successful in its bid to create a Changing Place at the hub, and was offered £103,967 of funding. The decision to accept this funding was taken on 17 February by the Head of Health & Communities.
On March 13, the planning committee met again following a site visit the previous week to discuss the application for the hub and gave it full planning permission.
This was followed by an executive decision by Mayor Andy Abrahams on March 14 to confirm the total project costs, the council’s borrowing amount, make Serco Leisure Ltd/More Leisure Community Trust the centre operator and for works to begin on the site in the summer.
Councillor Andy Burgin, Portfolio Holder for Environment and Leisure, said it was brilliant news to receive more than expected in bid for funds and to see the project begin to take shape.
“We are absolutely thrilled not to have just been successful in our bid for funding to progress our plans at Warsop, but also to have received additional funds of £300,000 to accelerate the program further,” he said.
“I’m pleased to say our work doesn’t stop here in trying to secure further funding to support this project, which may reduce the council’s borrowing level further.
“We are committed to improving health and wellbeing facilities in the area, and with the offer of a grant from Sport England and full planning permission, we can now press ahead with these exciting plans for Warsop.
“Following a consultation with residents in 2020 about what their priorities were and what they wanted to see in the area, we are delivering this new health hub that’s packed with new facilities inside and outside with the new and improved multi-use games area.
“I want to thank the whole team – both at the council and our wider community groups and partners – who put the case together for this successful bid, and I look forward to the project moving to the next stage.”

Elected Mayor of Mansfield Andy Abrahams added: “With the additional offer of a grant from Sport England, plus confirmation of our additional borrowing, I am thrilled to see our plans for providing improved health hub facilities to support health and wellbeing activities for the residents of Warsop moving ahead with pace.
“This health hub will make a real difference within the immediate and wider community in the district, and I look forward to seeing works begin in the summer now we have full planning permission.”
The plan for the hub follows detailed research commissioned by the council in 2019 into the leisure and community provision in Warsop. This work was supported by Vibrant Warsop, Warsop Parish Council and Active Notts, and community groups, members of the local community, and partner organisations were all asked for their views at consultation events and in a community-wide survey.
